Android can support HEIC, but individual apps still differ
Android has HEIF/HEIC support on modern versions, but a gallery, browser, editor, or upload form can still reject a file. Use the Viewer to open it, then convert to JPG only when compatibility requires it.
Open the HEIC in your browser

Why HEIC support differs on Android
Android’s supported-media documentation includes HEIF decoding from Android 8.0, but manufacturers and apps can add their own behavior. A Samsung phone, Pixel phone, browser, gallery, and upload form do not necessarily handle the same file in the same way.
If one app fails, try another viewer before assuming the image itself is damaged.
If the HEIC still will not open
Do not rename .heic to .jpg. If Morphio can open the file but the Android app cannot, convert a JPG copy for that app.
If the conversion itself fails, keep the original and retry the failed file rather than overwriting it.
